The City of Birmingham strives to maintain a competitive pay structure for its employees. The City operates on a pay grade system where each City job is assigned to a pay grade based on prevalent market rates. Each pay grade provides a pay range based on a step system where employees within a given job are hired at a step within the assigned pay grade commensurate with the employee's qualifications and available funds for the position. Employees progress through the steps of the pay grade over time based on successful job performance.

The City of Birmingham maintains four separate pay schedules: General Pay Schedule, Public Safety Pay Schedule, Firefighter Pay Schedule, and Medical Pay Schedule. Most City jobs are assigned to the General Pay Schedule. Jobs that are classified as public safety (e.g., Police Officer, Corrections Officer) are assigned to the Public Safety Pay Schedule. Jobs in the Fire & Rescue Service that work a 24-hour on/48-hour off schedule are assigned to the Fire Pay Schedule. Jobs that are medical-related are assigned to the Medical Pay Schedule.
